One of the pillars of a Quality Assured Philippine TVET System is the National Competency Assessment and Certification. Competency standards drawn from consultations with the industry are covered to Training Regulations promulgated by the TESDA Board. These TRs serve as bases in the development of curricula and assessment tools. The assessment tools and instruments are used by accredited assessment centers nationwide.
Accredited Assessment Centers are mostly from the private sector. Consistent with the provision of RA 7796, TESDA retains the authority to certify.
Candidates who are able to hurdle all the required competencies in a Qualification are issued a National Certificate (NC). Certificates of Competency (COC) are issued to successful candidates on a per cluster of units of competency basis.
TESDA maintains an updated Registry of Workers Assessed and Certified (RWAC). The registry is regularly uploaded to the Philjobnet in support of the PESO and enhance DOLE’s role of employment facilitation.
The Training Regulations promulgated by the TESDA Board in 2006 carry in them the pronounced policy that all TVET graduates in courses covered by promulgated TRs shall be subject to compulsory national competency assessment as a requisite for graduation.
The primary objective is to increase the number of Filipino workers and TVET graduates assessed and certified.
Unified TVET Program Registration and Accreditation System (UTPRAS)
Basic Principles:
1. The UTPRAS is primarily intended to promote public interest and welfare by ensuring the quality of all TVET programs;
2. The registration system is anchored on the competency-based system wherein TVET programs adopt the qualification titles being prepared for and the competency or set of competencies that are to be acquired;
3. The registration system prescribes compliance with minimum standards provided for in the Training Regulations promulgated by the TESDA Board;
4. The registration system is referenced on the Philippine TVET Qualification and Certification System (PTQCS). As such, TVET programs shall be categorized on the basis of the qualification levels in the Philippine TVET Qualification Framework (PTQF) namely: National Certificate (NC) 1, National Certificate (NC) II, National Certificate (NC) III and National Certificate (NC) IV;
5. The registration system, among others, leads to a more efficient and effective management of the TVET sector.
